Add Separate Volume Control for Nether Portal Sounds

I feel like I want to have my blocks turned up sometimes but the nether portal is too loud and it kind of makes my ears bleed so I have to turn it all down. I was wondering if there was a way to fix this since I don't like how loud the nether portal gets. xd
