Alternative Librarian Trade Rework

It's clear the community isn't very keen on the current suggestions, however the trading is still too imbalanced! This is why offering up another rework as an alternative would be a good option.

For this rework, I have three proposals that work well together

1. Librarians Offering Different Enchantments At Different Levels (Which is not popular on its own but would work very well with the second suggestion)

2. Resetting Librarians’ Newest Trades 

3. Higher Enchantment Levels as Librarians Progress

Since this whole idea counts as a complete stand-alone, being an entirely different add-on, I hope it doesn't get removed.
