As with the new Ghast update, there is also a new feature - a craftable horse saddle. Thus, by making it craftable, it lost its rarity and uniqueness, like it was before: it could only be found in specific structures or obtained by fishing.
So, my suggestions are three:
1. A horse (and a ghast one too) saddle needs to have durability, so it would be breakable. As a receipt is cheap, it is reasonable that a craftable item wouldn't be a lifetime one.
2. As a horse saddle should have durability (it can break), it also should have basic enchantments - unbreakable and mending.
3. Horse saddle still needs to be found as treasure loot, just as more unique one - have exclusive enchantments that cannot be obtained through an enchantment table. Or it just should be exclusive new books for horse saddles, for example, it makes a horse a little bit faster, or so on...
