Moon phases should affect lighting

I’ve noticed that there are still full shadows even during a new moon. I feel it would look a lot more natural if moonlight was brighter during different moon phases, and have it be darker during the new moon. Depending on brightness settings, sometimes a new moon at midnight still has good visibility (when it should really be the darkest ambient conditions)
