Add a slime chunk finder to the /locate command

This would be very useful for server ops to give out locations of slime chunks without risking the seed of the world. This might take extra coding, but it would also be nice if it didn't determine it based on the seed of the world, and actually tested if slimes could spawn there.

It would be nice in single-player as well. I think something like /locate slimechunk would work to locate the nearest slime chunk that actually spawned slime there.
