As a Minecraft Dungeons fan, I really appreciate some of the variations of the basic mobs that came about. I was glad in Vanilla Minecraft when we got the Husk and the Stray, and then eventually the Drowned for an additional challenge. With the snowier snow being brought up, along with new mechanics I had a few thoughts about ways for the Frozen Zombie to come into play as well as some ways to keep it balanced.
Strays already have slowness tipped arrows. Given that the Minecraft Dungeons Frozen Zombies also throw snowballs that inflict slow, if this happened too often, I feel it would be too frustrating.
Using the new mechanic of leather armor to keep the player from freezing, Zombies in snowy areas could spawn more often wearing pieces of leather armor. These Zombies can't be turned into Frozen Zombies. This could also apply to Skeletons too, where as any Skeletons wearing leather armor cannot be changed to Strays in powder snow. In return they gain the ability to walk on top of powder snow, just like the player can in leather armor.
For the Zombies, they would turn into Frozen Zombies when sinking into powder snow. The same mechanic as Skeletons turning to Strays.
For Frozen Zombies, I would also like to suggest a mechanic where they wander to a block that has a snow layer to destroy it, to get snowballs to throw at the player. The impact causes slowness and the freeze edge to the screen that fades after a short bit.
