(Parity) Java strongholds should be infinite like in Bedrock edition

In Java, the further you go from spawn the less likely you'll encounter strongholds. Eventually, it stops generating altogether. Far-away bases will not have access to The End. Bedrock strongholds are great in that they're infinite, and the same should be applied to Java!
