Why is the necromancer not a mini-boss when the drowned necromancer is

In the new Hidden Depths DLC, one of the new mini-bosses is a Drowned Necromancer but at the Desert Temple the normal Necromancer is just a beefy mob which makes zero sense. So either make the normal Necromancer a mini-boss or the drowned necromancer a mob.

    I believe that what determines a boss or mini-boss should depend on the mob's abilities. The reason the drowned necromancer is a mini-boss but not the regular necromancer is because the drowned necromancer has more abilities, so it makes sense to me, even if it sounds a bit strange.
