Customizable Anvils

This would be... A little complicated to add, but yet another big thing for datapacks. Currently, anvils are hardcoded. I think it would be cool if you made it so that the things that make anvils tick are customizable. This would allow more easy creation of custom enchantments and would overall make Minecraft a more personalized experience with the use of datapacks
