Parrots should be able to perch on villagers and neutral mobs

Parrots should be able to perch on the shoulder of villagers or iron golems, and on the backs of animals like llamas, horses, turtles, cows, pandas etc. You should be able to make your tamed parrots perch on iron golems or animals. Wild parrots would sometimes fly down and sit on the backs of nearby animals as part of their behaviour. Jungle villages would have a few parrots hanging out, perching on the shoulders of villagers and golems.
