Especially when playing Singleplayer, the worlds we create feel quite empty. We've got a few friendly mobs but they are not something we can interact with for long before we've done everything there is to them. We've got a lot of hostile mobs, but once you learn their patterns they are no match for you. But most of all, we've got nothing to inhabit the cities we build. Imagine a forge, with a smith NPC working it, or a king who have a quest for you. Guards walking the walls, and a hunter searching the forests.
If we had the possibility to create our own NPCs, with skins and commands, we could in every aspect create our own worlds. There would be a real reason to build cities other than just for the looks.
What I'm describing is of course just what the mod Custom NPCs by Noppes do indeed provide, and it is fantastic, but that mod is still in 1.12, and I don't think it will be updated unfortunately.
