Weapon combining merchant

I think there should be a new merchant that could combine items. It would have 3 levels. The first level would be able to only combine the same item. So, if it was Renegade armor with Final Shout + Renegade armor with Multi Roll the first item placed would be the enchant it would have. So, that combination would make a better Renegade armor with Final Shout. The second level would be level 1 but better because when combining it would have a bit better power level of the item. Level 3, would have same power up as level 2 and also combine levels so imagine I was combining Lightning Harp Crossbow with itself. One had Infinity while the other had Fuse Shot and Dynamo it would = Lightning Harp Crossbow with Fuse Shot, Dynamo, and Infinity.
