So Villages, Bastions, Pillager outposts, End cities, Woodland Mansions, Mineshafts, Nether Fortresses and Strongholds are all randomly generated "Modular" types of structures. However when it comes to customizing them we have varying amounts of control over the features.
Villages, Bastions and Pillager outposts we have full control over. We can change what each part of the generation looks like, how big they're going to generate, We can select likelihoods for certain parts to generate over other parts, we can control if it should carve out the environment around it or if it should be filled instead. We can create separate versions for different biomes by ourselves. We can control in what biomes and how far apart we want to spawn them.
End cities and Mansions have a specific structure file they use and if you want to edit it you have to start by changing the very first one it uses. An example would be if you wanted to change an end city you'd have to start by making a structure and naming it "base_floor.nbt", then you could make other structures and connect them via jigsaws. They can also be put in whatever biome you want and control distance.
Mineshafts, Nether Fortresses and Strongholds have nothing visible to datapacks and can't be configured besides how many or how far apart they are.
The suggestion is to give them all the same customizability as Villages, Bastions and Pillager Outposts.
