Lapis blocks stop redstone from producing an output

Lapis is an underused block, the only use is for enchanting and even so, you don't use that much. My idea is an unique use for Lapis. How this would work you may ask, Lapis would have a radius and in that radius all redstone wouldn't work what I mean is that lever don't produce outputs redstone dust doesn't pass and output and etc. Uses this could make it easier to use levers and iron trapdoors in the same build, this could be useful for Redstone circuits. Why we should add this Lapis is very rarely used and providing a useful and unique use for it makes lapis a more useful block.
