change "allow cheats" to "allow commands"

It is just a small detail, but it can be misleading, since commands and in-game editing is so powerful now, it would be good not to "blame" the player for allowing cheats since it is more like a system for in game testing what you would like to do. You could still cheat tho, but games don't usually make an entire system for supporting your cheating.
