So, Minecraft has a lot of empty biomes with not enough mobs. Two of them are the desert and oceans (Deep oceans and frozen oceans). So, I suggest adding camels for the desert and whales for oceans.
Camels:
Neutral mobs found in the desert. If you hit one, it will spit. They will be rideable and you can control them without a saddle. You can decorate them with carpets. When you are riding a camel, you are immune to cactus damage. But most importantly, the camel will FINALLY give a use to the desert well. If you touch a desert well while riding a camel, you will get a positive effect, and that effect will never go away while you're riding that camel. They are bred using cacti.
Whales:
Passive mobs found in deep oceans and frozen oceans. They will be the biggest mobs in Minecraft, even bigger than the Ender Dragon. If you are near a whale, it will sing a whale song. That song will give you XP. If you put a whale in captivity, it will die, so you can't make XP farms. If you kill a whale, it will remove 4 of your levels. There is also a rare chance to see a beached whale. If you push it back into the ocean, you will get 10 levels and an achievement, it will either be called "Whale saver" or "Lifeguard" (or whatever you want, Mojang). To breed them, you need to feed each whale 20 fish (cod or salmon).
And those were my suggestions for two new Minecraft mobs.
