pre-build texture pack making tool?

i dont know, its a bit hard to do this, ESPECIALLY IN WINDOWS 10 EDITION, so, something like a pre-build tool (its optional) for this? in that every block will appear (recomendable to first start the tool with only blocks, then blocks with more unique shapes, and finally mobs), when you click it, you will have to upload your texture (recomend pixelart and drawing programs) for every face of the block (1 texture per face for max customization), plus, the option to edit the item inventory's texture, this will be a good tool for map making

    I suggest expanding that  beyond blocks and mobs, like you could change textures for biome maps, items, and the sky too
