Create official Realm from Azure portal

Minecraft is great platform to introduce and teach people into coding. However as consoles only support official realms the cost of running a server and realm for the study group often becomes the obstacle to fully leverage this as an option, as students and teaching institutions won't often have budget for this.  

Would it be possible to launch and create official realm from Azure. That way students or schools might be able to pay it using MSDN subscription or from schools other budget.
