Phantoms have become one of the most hated mobs in the game but It doesn't have to be that way. Maybe they could spawn depending on the player's height level, since they spawn in the sky in would make more since for them to be more common up there. This would stop them from swarming the player all night and make sky high phantom farms more efficent and useful.
