Presently, the Interact/Use button contextually selects which held item is to be used - for example, if holding a shield and a flint and steel, the latter is used when a block is highlighted and the shield is used otherwise. This leads to situations where the player is holding two usable items, but explicitly wants to use one or the other.
A solution to this problem is to add two more bindings to the game: In addition to the Use Item bind, add a Use Offhand Item and Use main-hand Item binding.
By default these should be unbound, and can be bound alongside the default right-mouse Use Item binding.
