Fix a ruined nether portal, then a 50 or less % chance to spawn a structure

I don't mean specifically a nether fortress, but I think it'd be cool if you repaired a ruined portal then when you go to the nether through it it might generate a bastion or another structure. Also, the ruined portal will look the same as it did in the overworld and it'll look like it belongs in the structure.
