Dragons are extremely popular fantasy tropes that fit well in Minecraft. Many have asked for it, but it is unfortunately lacking there. It's very possible to implement it in a way that doesn't break the balance of the game.
The Dragon is a hostile flying mob that spawns only around rare structures called abandoned castles, found on top of mountains. This makes it very avoidable, and prevents it from being an annoying hostile mob like the phantom or ghast. In addition to that, there should be ways to make dragons neutral towards you, such as wearing dragon armor from its scales.
It has simple attacks: shooting non-destructive fireballs from high up, and flying down to melee. They're much smaller than the Ender Dragon, making it possible to ride them in caves/nether, after you tame them. You'll need renewable food items from the Nether/End dimensions to tame and breed them, preventing players from flying too early. It'll also fly much slower than the Elytra. This way, the Elytra is still desirable as the fastest method to fly, at the cost of armor and fireworks.
The abandoned castle itself is a huge structure containing loot & challenging mobs, conquer it to make it your base! Minecraft really needs actual big dungeons for adventure.
