Return stacking cooldown to where it was. Why are you nerfing that but not nerfing something like Fighter's Bindings or Cursed Axe or Whirlwind? If there was bugs involved, then fix the bugs, but keep the mechanic intact, because as is a 10% nerf is going make glass cannon artifact builds useless.
