The high altitude cloud layer is a second cloud layer of flat 2D clouds like fast graphics so they resemble cirrus clouds. They appear in much sparser patches than the main cloud layer, so both layers don't block out the sky, and so sometimes you can see cirrus clouds and sometimes not.
Clouds generate between 100 and 150, so this second layer at 250–300 would be over 100 blocks higher. The parallax between them would reveal how much space there truly is up above, and make the sky appear more 3-dimensional. The gap between the cloud layers also makes space for new high altitude biomes.
From what I've seen in the beta, mountains transition from green to snowy at the same level as the clouds. This is perfect because the fluffy clouds can serve has the visual boundary separating the biomes. When you ascend beyond the big clouds, you will find yourself in a whole new snowier biome. You'd be able to look down at the clouds below, and still be able to see some thin cirrus clouds above you. Only the tallest mountain peaks can touch these cirrus clouds.
The skies would also appear more dynamic with cirrus clouds. For example, from the ground, you'd see the main cloud layer moving faster than the cirrus clouds because it is closer to you. The cirrus clouds also turn pink after sunset, and be the first clouds to light up before sunrise, to imitate the effect of the sun's rays reaching clouds because its so high up.
