One side of the block it'll have a signal looking symbol, that's the direction the Redstone pulse goes.
The stronger the Redstone signal, the stronger the pulse. New methods of creating a stronger signal can be implemented however Mojang sees fit.
When you give power to the block, an invisible wave will expand outwards travelling 1 block, then 3 blocks, 5, 7, 9, etc... until it reaches the limit it can travel (based on the strength of the Redstone signal powering it). Whatever this invisible wave hits, it will be powered.
By placing a Copper Block, as long as it's in range of the wave, it can change the direction of the wave, allowing for single block distance, or other without the rest of the contraption being affected.
Here are some picture examples. Pretend the dispenser is the new Redstone Pulse Block, red wool is the distance it SHOULD travel, and blue wool is the distance it IS travelling.
Keep in mind the distance shown is not to scale, it's an example :)

As you can see, the very last image is all blue. That's because there is no Copper Block in the way directing the wave towards it, thus everything within those blue wool blocks will be powered.
There are variety of usages for this, but the first things coming to mind are:
- Better structures for Redstone contraptions removing too much scaffolding.
- More advanced Redstone contraptions previously impossible.
