Make Scutes less tedious to collect

Currently, scutes take an ABSURDLY long time to collect. Which on its own isn't necessarily a bad thing. Iron's defense, higher durability, and water breathing is a heck of a combination. The problem is the method of collection has a huge problem. In order to effectively collect scutes, you have to wait for baby turtles to hatch and then grow. This takes a tremendously long time. The options here are either to go AFK or to go elsewhere while you wait. However, there's not much predicting when the turtles will grow to adulthood and once they do, you have 5 minutes to get back and collect the scute. If you end up away for too long, it's just gone and all that time went to waste.

The solution to this is either to make scutes not despawn, or for them to be placed as a stacking block similar to turtle eggs and sea cucumbers, where the scute block will be placed on the nearest tile that has room for it.
