(Java Parity) Flint and steel durability when used on ice

On the Bedrock edition, ice cannot be lit on fire. However, if you were to attempt this, the flint and steel will still take durability damage.

    the flint & steel should take extra damage, or the ice should have a chance to light on fire instead.
