Adding a new language (Саха тыла - Yakut language)

Hello!
I see that Minecraft Java lacks my native language. Yakut (Саха тыла) - is a Turkic language with around 450,000 native speakers spoken in Republic of Sakha (Yakutia), a federal republic in the Russian Federation, by the Yakuts. I and other enthusiasts would love to add this language to the official Java edition so that people could play their favourite game and learn their mother tongue. So, how would we able to do this? Where to send the translation files? Will Mojang accept it and add it to the game?
