Phantoms were an amazing idea in theory and just fell a bit short in practice. One way to improve phantoms is to revert their skin texture back to the black design with green eyes. This makes phantoms less obvious in the sky which adds a bit more of a scare when encountering them. You have to watch closely to see the greens of their eyes as they swoop attack you. Another way to improve phantoms actually doesnt involve phantoms at all. What if to give phantoms their own uniqueness, you remove the night time mobs that spawn. So the only things at night to worry about is the phantoms. Its already annoying enough to deal with hoards of zombies and skeletons and spiders and creepers at once. Giving those mobs more specific spawning conditions like a cave, biome, or structure would help fix this issue. Phantoms should also be able to spawn in the end again. This idea was very helpful to lore building and its the only place in the game you cant place a bed or a respawn anchor. So the you physically cant sleep in the end. Plus membranes used in elytras. Another way to improve phantoms is to remove their undead tag. They should have been given a unique tag that they have so they dont contunue to spawn during day but dont burn up as soon as its morning. They should vanish without a trace to add to the eeriness Phantoms are extremely cool mobs and deserve to have more attention looked into them since the community voted for them and the final product was generally unsatisying.
