Glow ink sac item frames and glow berry item frames

Since the glow item frames do not match the texture of the glow ink sacs/ glow squids it should make a glow item frame that has a light blue background and frame (Its still makes the item glow) and the current glow item frame texture should be made with glow berries and an item frame because the colors match more.
