    I feel like that would almost make caving too easy, but I might be wrong.

    Well, I'm pretty sure that the old cave generation is supposed to fulfill this purpose (connecting caves to make systems). However, the old cave generation currently doesn't generate at negative y levels, and since all noise caves above y 31 are flooded they cannot connect to those either (though the caves being flooded is a bug). But I agree that there's a problem with dead ends.
