Minecart/Rails sound option

Minecart/Rail sounds should have an option in Music & options that allows us to control how loud or soft we want the Minecart/Rails sounds to play when a minecart is moving or while you're riding it.

Like the other options it also allows us to completely turn it OFF.

I think this will be a good idea if players have farms that rely on minecarts with hoppers they can continue to play without being bothered by the sounds.

 

For me personally I find the minecart sounds very annoying and it hurts my ears as I find it very sharp and pricing having an option that controls it will help a lot.

  This could already be done by turning off sounds with friendly creatures, though I agree there should be a separate slider for that.
