Piglin Brutes should rarely wear Wither Skeleton Skulls

I think this would be cool for adding a little more variety to the bastion remnants. It wouldn't drop the skull, It would just be a cosmetic occurrence, maybe signifying that that pigeon brute is a great war hero or something, and has killed lots of wither skeletons. I'm not sure how rare it should be, maybe 1 in 75 or 1 in 50 piglin brutes would wear a skull.
