Allow people to fully scroll up past the news in the new launcher

A recent launcher update allows us to see the latest news directly on the main launcher page, which is great, but it's a bit obtrusive if you don;t want to look at the news at that moment, so I think we should be able to completely scroll up so that the news is hidden. Essentially it would look like before the update if you completely scrolled up.

  I agree.  It's pointless to have the news on the main page when there's a link for News in the left sidebar.  I actually thought that the launcher was broken/not rendering correctly when I saw the news below the PLAY button. Terrible UI design.
