The Wither Skeleton's Sword

The wither skeleton inflicts the wither effect whenever it strikes you with a sword, so the sword it drops should have the wither effect also because you are not getting the effect from coming into contact with the skeleton itself but when you are stabbed, so the wither effect is coming from the sword, not the skeleton (unless the wither skeleton is simultaneously punching and stabbing you).

Better yet add some sort of enchantment or accessory of some sort that inflicts wither and has a 1/100 or 1/200 drop chance if accessory also if an enchantment you can give it a second level that can give wither 2
