Do some changes building commands and structure block's limit

I think you should increase the maximum amount of block in fill, clone or other more commands, 32768 is really way too small for filling blocks or cloning structures, so does the structure blocks. Also, if the player uses hollow, keep, outline or replace in fill commands, please just count target blocks instead of all blocks, counting all blocks is just way too annoying for builders since they have type the same command like that again and again. If you do those changes, it will be more convenient for map builders.

    also, the structure block limit should be AT LEAST 250
