I've noticed that all blocks or items place-able in the world that have animated textures/sprites use the exact same start frame. This makes everything look very uniform and especially with organic things such as Kelp and Seagrass I believe it detracts from the look a bit. I think it would be great to have something like a random value per block position to offset the start frame of the animation. This would also improve the look of player builds that utilize things such as lanterns, which currently all flicker at the exact same time.
If pure randomness doesn't end up looking good for connected things such as Seagrass and Kelp, how about using block position to drive a sine wave for the start frame offset? This could make it look as if a current was moving through the water, which I think would be pretty neat!
Water/lava and a select few other things should probably remain untouched as to keep the seamless tiling (unless you can work something up to have the best of both worlds). I think that overall this could really improve the look of Minecraft.
