Mobs that do very little damage but attack you very often are the definition of annoying (see Bedrock Skeletons if you haven't already). So to fix this issue, as well as the absurd spawn rates of phantoms, I think a player should only be able to encounter a max of ONE herd of phantoms per night, but the phantoms deal 5 damage instead of 2. This would make them seem more like a nightly challenge instead of a constant nuisance, and once a player overcomes it, they don't have to worry until next night. Right now, though, they just spawn 3 times a night and aren't threatening in the slightest.
