It is of my opinion that the "Custom Character Clothing Items" and it's rarity system aren't what I think they could be; which is an understandable and reasonable system of customization based off of what 'rarity' an Item is, and how detailed or designed a piece of clothing is. Giving certain pieces of clothing a rarity based off of its looks alone, with the absence of a loot box system of obtaining them, seems unreasonable; and a main topic most Minecrafters ask for is the ability to change the color pallet of the store clothing. I know that being able to customize ALL clothing would be obscenely difficult and time consuming to develope, and so I come to you all with what I think is a reasonable comprimize: "The 'Rarity' of an Item should indicate the extent that the Item can be customized, and not its price". So think of the basic Black T-shirt in the store or Steve/Alex's base clothing; Apparel deemed common and uncommon would have complete and almost total customization of its hue, accents, etc. while a rare clothing is for the more intricate, sponsered-custom(The Jurrasic Park clothing, and the occasional animated clothing such as the Flames outerwear item for visiting all nether biomes, or the Fishbowl head for making a conduit. Legendary/Epics are exclusive or timed-event items like the capes and cannot be customized, or unique for the people that go to minecon and get their custom capes that way.
