This could be a command such as /gamerule snowheight which would adjust the height at which snow falls instead of rain. This would be useful because if you want to make a map, want to have a "winter", or if you just like snow, you can have it fall wherever you want instead of having to build or climb up higher. This would be available for both Java and Bedrock. This would also not affect the desert biome.
Since snow falls at different heights depending on the biome, the command would have three attributes: set, add, and subtract. The default value for snowheight would be at 100, but the actual height at which snow falls would be different for every biome.
So if we take for example Biome 1 which has snow falling at 100 blocks and Biome 2 which has snow falling at 75 blocks, we could do /gamerule snowheight subtract 10. Biome 1 would have snow fall at 90 blocks and Biome 2 would have snow fall at 65 blocks.
If we just do /gamerule snowheight, it would display the value (In this case it would be 90.) If we do /gamerule snowheight set 200, Biome 1 would have snow fall at 200 blocks, and Biome 2 would have snow falling at 175 blocks.
