The /setmaxplayers command should be available without cheats

The /setmaxplayers command is can be used to let up to 30 people join a world and as of now, you can only use the command with cheats on. Maybe this command will be kept out of survival to help the sale of realms, but there should be no problems having this command in plain survival.

    Making this available without cheats would allow other players to use it, plus if you want to setmaxplayers without making yourself op, then go into the console and do setmaxplayers (amount)
