I know that villagers do get regeneration when they level up, but then, at maximum level, they can no longer regenerate, making them extremely vulnerable to the point where they can die from the slightest fall. Piglins have a very similar story but it is much worse as they tend to lead a very dangerous lifestyle, hunting hoglins and battling wither skeletons, and so one of the only ways to keep one alive is by trapping it in a boat/minecart which doesn't really make it very exciting. What I propose is that for villagers, when they sleep, they get regeneration without particles for the entire duration they are asleep, making them actually need to sleep and forcing players to improve the living conditions of some of their trading halls. For piglins, it should be that when a piglin picks up a porkchop, they will consume it, removing it from their inventory in exchange for regeneration. Maybe cooked porkchops will give them regenaration 2 and raw will give 1. This will stop me having to keep my piglin village inhabitants alive by constantly splashing them with regeneration and give reason as to why the piglins actually hunt for porkchops.
