Scoreboard objective for frozen effect in powder snow.

I think it would be cool if the powder snow freezing effect was available as a scoreboard objective criteria. Whether it's like the underwater air bubble criteria where the number will be between zero and some range, or just a length of time spent in powder snow, it would open up lots of opportunities for command blocks to target players in powder snow.
