Move feedback to Mojira

Currently, if a post does not meet one of the requirements, it will simply be removed. Moving feedback to Mojira at bugs.mojang.com (maybe in a new project) could fix this. If a post doesn't meet the guidelines, it can be still accessed, even though it would be resolved. It is more user-friendly as well and it is easy to navigate for even new users.

    Make the rejected posts private, as sometimes posts are removed for being violent or inappropriate.  This would be really useful if you had a post that didn't fit one of the guidelines, and you wanted to edit and change it so that it could possibly get another chance.  Currently, you just have to rewrite the entire post.
