Sell previous capes and new mob capes in the store

By selling old capes and new mob capes, this would give new players, and old players who weren't able to attend any Minecon events, the chance to have a cape.

These capes can be sold on the Minecraft.net store for Java players, and on the store in the bedrock version of Minecraft.

Capes can be sold at varying prices. For example, Minecon capes should be more expensive as they should be treated as a more exclusive offer, to not negate the speciality of going to these events. and the new design of capes, like a cow face, pig face and so should be cheaper as they would be more generic.
