Werewolf villager, silver arrows, silver ore

Every full moon ( or 4 nights ) one of the villagers turns into a werewolf and walks around the village and nearby eating the livestock in the pens. The only way you can kill the werewolf is with 2 hits of a silver arrow ( you would have to add silver ore of course but you could make it as rare to find as emeralds and be only found in the snow biome ) the silver arrow would only work on undead mobs zombies, husks, skeletons, etc. and if on a regular foe it would be the damage of a regular arrow.
