I think the addition from the devs themselves of a game rule that essentially removes this mob from the game just two updates after it was released is a good sign for a redesign. I and apparently everyone who voted in the 2017 mob vote agreed that a flying hostile mob in the overworld is a great idea, it just needs to be re-implemented rather than quietly shoved to the side.
For one, resting phantoms. You'll be able to find phantoms during the day, but hidden from the sun, either rarely in small pods on deep cave ceilings or within nests in structures too. In this state, they will curl up like bats, tails up, inactive. The new vibration system would be great with this as moving too fast around or hitting them will awake them and their sleepy pals nearby.
Two, nests will spawn randomly as the world generates within any areas that are both hidden from the sky but have direct openings to the outside world. This includes cave exits and structures such as above water shipwrecks too. The nests include several sleeping phantoms and a resting miniboss I'll call the Queen for now. Every night, phantoms will roam the nearby area, attacking livestock and players alike. The Queen will stay sleeping but only at night be attackable and if done so will trigger the Queen equipped with unique abilities. When defeated, the nest is destroyed and phantoms will no longer spawn in that area. I think this is a great way to go about updating the infamous mob B.
