mineshaft generation tweaks

Mineshafts need an update in generation. With the new cave update, there is a perfect opportunity for slightly improved generation. 

First of all, mineshafts have slowly gotten more common, and they need to be rarer, as they are not exciting to come across anymore. 

Generation can also be improved by adding in some newer blocks, like adding stair blocks to staircases and maybe a vine here and there. 

Finally, the biome should affect how mineshafts generate. For example, using spruce wood in a taiga or jungle wood in a jungle.
