Ocean Outposts/raft villages

So I was thinking, why are there so little islands or anything happening above the waves in the Minecraft oceans? So i came up with a idea, what if there were villiges that were floating, raft villages? I took insperation from sea of theives outposts, it will add more potential for adventure, maybe illarites (Illager pirates) will attack you? Anyway i think it will be really fun.
