This would add add features to dragon heads. First it would extend the mouth opening and closing effect to more situations by making it so players, villagers, zombies and armor stands that come in contact with powered redstone: standing on powered redstone dust, being in a cart going over a power rail, stepping on redstone ore, armor stands where the base of the stand has a repeater running into it, etc. In those situations the dragon head mouth would open and close like it does when you power it when placed. It would also shoot a very short range breath weapon into the block right in front of it.
You set the effect by hitting the dragon head with a splash potion (while it was being worn or while it was placed as an object) and every time it is activated by redstone it shoots out that potion effect (but only as far as the block in front of it.) The potion effect would last until a) the dragon head is unequipped or the mob wearing it dies, b) as a block it is broken, c) it is hit with another splash potion at which point it changes to that effect or d) the player wearing it drinks milk.
It gives you a very short range renewable potion. On players it only works if they touch redstone and in pvp if you see someone doing that you could just hit them with a splash healing potions and stand in front of the and get healed. It could be useful for healing farm animals or a way to kill mobs (but at that point in the game there are easier ways.)
